We help clients establish robust data governance frameworks that support project delivery and ensure best value from the outset. The data governance frameworks provide a structured approach to managing the information required in a real estate project ensuring the sources provide the level of professional expertise and liability required.

In some cases, we’ve been brought in when due diligence or best value considerations were only addressed midway through or even at the end of a project. While we can still assist at that stage, there are clear advantages to embedding a data governance framework from the beginning.

Early involvement allows us to shape robust business cases (e.g. compliant with HM Treasury 'Green Book' guidance), negotiate contract terms, or ensure the right basis of instruction for a S123 or S119 Valuations. A well-structured framework reduces costs, clarifies data, and supports transparent, justifiable decision-making.  Aligning project workflows with governance frameworks also accelerates decision-making and keeps projects moving forward.

Combined Financial and Social Return (CFSR) Data Models & Matrices

Our CFSR models and matrices are designed to help clients balance financial and social returns from the earliest stages of a project.

Jacqui Baxter developed the first model to supported a town centre regeneration project involving eight buildings. It enabled multiple stakeholders to evaluate competing objectives—service delivery, regeneration, and financial return—across multiple options simultaneously.

Traditional approaches often separate financial analysis from social return on investment (SROI), typically applying SROI retrospectively once a plan is formed. This limits the ability to evolve a plan that truly balances both financial and social outcomes—especially when projects involve a mix of investment and service-led properties.

Our models are most effective when used from the concept stage, before detailed plans are developed. Their continued use throughout the project lifecycle ensures decisions remain aligned with evolving priorities and external factors, helping to maximise overall benefit.

CFSR Models and Matrices are powerful tools for full estate optimisation, but they also support single transactions, approvals processes, and operational decision-making.

By supporting mission-led decision-making and providing clarity across all options, these tools help organisations make resilient choices—reducing abortive costs and delays, even when leadership or project direction changes.
